Basically, we need to set aside small allocations of products for various reasons; some are for lucky draws, some are for ensuring we have things to sell at various events etc. Website allocations that are displayed as sold out does indeed mean that our online allocations (typically 20-30% of the entire ES) are sold out via our online sales channel. The rest of the allocations are split between country distributors and events activities. Given our promise to keep ES low (you will see that the majority of products ES are now much lesser than 999), we have very very limited pieces for various activities and channels. Take Magneto for instance, we were able to still allocate 3 pcs for 2015's contest but this year he is totally out and we only have limited lucky draw qty for Ghost Rider (next year's lucky draw might be Cable). So those who have queued up last year to get your Ghost Riders for instance, fret not - these small allocations are only for lucky draw purposes, which is part of event promotional activities.
